A raíz de las últimas noticias dadas a conocer sobre la exploración petrolera en Costa Rica y el artículo publicado en este diario por el señor César Monge el pasado 9 de junio, se hace importante argumentar algunos puntos.
Los costos de los daños ambientales generados por la contaminación por hidrocarburos son muy altos. Costa Rica no está exenta de ellos, como lo demuestran las recientes noticias sobre el derrame, desde el 2008, de 441.000 de combustible bajo un tanque en la Refinería en Limón, o el costo (por más por ¢1.120 millones) de sanear el Pozo AB-1089 en Barreal de Heredia, contaminado con hidrocarburos, que tardó varios años. En este tema la prevención es clave dado que el costo de la reparación de los daños puede alcanzar cifras muy altas, astronómicas; en particular para territorios tan frágiles ambientalmente como nuestro país. El hecho que las autoridades nacionales ignoraran, gracias al silencio de RECOPE, que desde el 2008 este derrame se da, muestra la falta de capacidad del Estado para fiscalizar debidamente este tipo de actividades.
Argumentar, como lo hace el señor Monge, que por un asunto de ganancias y empleo debemos aceptar cualquier negocio de la industria petrolera, incluyendo la exploración petrolera en la zona norte del país, es anteponer los intereses meramente económicos y cortoplacistas a un asunto de interés nacional y visión de país, que es la protección de nuestro ambiente y los recursos naturales.Costa Rica no puede evitar que Panamá y Nicaragua tomen decisiones sobre el tema petrolero, incluso si estas son de alto o muy alto riesgo; pero si puede exigir que, en virtud de los impactos transfronterizos que pudieran darse, se extremen medidas de seguridad ambiental, a fin de evitar que se den daños en nuestro territorio.
Una trampa. Lo discutido hasta ahora sobre el tema de la actividad petrolera en Costa Rica, así como sobre la minería metálica, a propósito de Crucitas y ahora Bellavista, debería llevar a nuestra sociedad a discutir sobre su modelo de desarrollo. Para algunos, pareciera que el único modelo que es válido es el de corto plazo, de ganancias rápidas y que el país crezca al ritmo que el mercado le imponga, sin importar qué actividades se realizan. Ello, haciendo a un lado lo que se van a llevar en ganancias las compañías extranjeras y lo que estas le pagaran al Estado: sea minería, sea extracción petrolera o de gas, nuestros país sigue usando cánones ridículos que entregan nuestros recursos a cambio de poco, muy poco y sin mecanismos efectivos para compensar en caso de accidente o derrame a Costa Rica.
Las consecuencias de ese tipo de estrategia, cuando no importa el "cómo se hacen las cosas", sino que se hagan, es decir, con mucha improvisación y falta de planificación, son muy costosas y son lo que realmente nos impide salir del subdesarrollo económico y mental que nos cobija cada vez más. Ejemplos hay muchos, uno de los más recientes es la carretera a Caldera, pero si miramos al pasado hay muchos más (expansión piñera, apertura telefónica, desarrollo inmobiliario, etc.), sin contar los que ya se avecinan, como el Proyecto Hidroeléctrico Diquis.
Decir sí con esa misma visión a una empresa petrolera, que explore el norte del país, es un error, en particular porque se hace en virtud de una información especulativa sobre un potencial petrolero no demostrado. También es un error decir que la actividad se concentre solo en el tema del gas natural y no en el petróleo, pues aparte de que no tiene sustento científico, es caer en la trampa de la información no sustentada y especulativa que se está argumentando.
Norte claro. La gran mayoría de la sociedad costarricense tiene claro el modelo de desarrollo económico que se quiere para nuestro país, que no incluye actividades de alto impacto como la petrolera o la minera metálica y que, por lo contrario, busca preservar el prodigio de la Naturaleza en nuestro país que le ha generado ingresos mayores a cualquier tipo de industria. Aunado a ello, nuestro modelo de desarrollo se basa de igual manera en aprovechar al máximo nuestras mayores fortalezas, como son la educación y creatividad de su población, que es clave para participar en una economía de alta tecnología y en la que nuestro país tiene un enorme potencial, que requiere ser mejor aprovechado. También sus riquezas naturales, como sus aguas y acuíferos, sus bosques y biodiversidad, su paisaje y geodiversidad, que son valores estratégicos claves que también deben ser aprovechados para mostrar y enseñar al mundo, por medio del turismo y el ejemplo, lo que significa el desarrollo sustentable y en armonía con la naturaleza.
A diferencia de lo que muchos políticos creen nuestro país tiene su norte bien definido. Lo malo es que algunos creen que ese norte es el que ellos se imaginan, y no el que el colectivo de la sociedad ha venido construyendo.
