El plan nació como parte de las propuestas que se trataron en el seminario “Plan Nacional contra la Discriminación”, realizado en el Hotel Radisson y organizado por la oficina regional del Alto Comisionado de las Naciones Unidas para los Derechos Humanos y el Ministerio de Relaciones Exteriores.
Ofelia Taitelbaum, Defensora de los Habitantes, expresó que esta idea representará un avance aún más grande para Costa Rica en la inclusión de sectores tradicionalmente marginados, dentro de las políticas públicas y el plan nacional de desarrollo.
En la reunión participaron expertos en derechos humanos de Argentina y México.
El Plan Nacional contra la Discriminación debe considerar tanto el desarrollo de un marco legal apropiado como también los compromisos internacionales y las sugerencias de mecanismos regionales y globales.
Para la Defensoría la discriminación puede presentarse con diferentes caras, como la minusvalización, la criminalización, la ridiculización o la negación, pero siempre con el mismo resultado: obstaculizar el acceso y disfrute pleno de derechos que deberían ser reconocidos formalmente en todo ser humano. En Costa Rica se asume una posición que pretende la homogenización de la sociedad, negando a las personas consideradas como diferentes, junto con sus características y necesidades específicas, por lo que son situadas en condiciones de vulnerabilización y exclusión social.
